Mr. Frederick William Backus Coleman (1874‒1947) was the first Extraordinary Envoy and Plenipotentiary Minister of United States to Republic Latvia (Estonia, Lithuania) He worked in from November 1922 October 1931. This research is based mainly on such primary sources as a diary letters Coleman. Through prism visitors mentioned diary, author attempts gain insight into activities U.S. Legation Riga 1923 subsequently ascertain foreign policy. Most Coleman’s highlight divergence views how proceed with Soviet Russia cooperation Europe. During these times, became repository knowledge Union.
